		<description>The whackiness is state by state. In Utah there was a conservation charge on top of the water...I get charging a higher rate when I hit a threshold, but it was a double hit. Another time they broke the line outside of my house (the city doing road repair) it leaked hardcore under ground for a month (which you couldn't see!), then they billed me ove $400 for water. When I explained they said, OK $200. Pay or we'll cut off your water!</description>
